A top aide to President Hugo Chávez has offered to resign after he ordered Venezuela\'s privately owned networks to pay for broadcasting the president's speeches.

Information Minister Andres Izarra announced during a brief television appearance Tuesday that he would submit his resignation because the decision "was made without consulting" with Chávez.
