Toronto Star Newspapers - Cuba has abandoned plans to hit tourists with a new surcharge - dubbed the "welcome tax" - for carry-on and other luggage weighing more than 20 kilograms. In a "clarification" issued to Canadian tour operators yesterday, the Cuba Tourist Board said sun seekers will be exempt from the new tax, which kicks in Nov. 1 and will result in a charge of $25 (U.S.) for every kilogram of carry-on and other luggage that together exceed 20 kilograms. "There will be no change to the current conditions which are: Tourists are allowed to take their personal effects without weight limitations and duty free," said a notification from Andres Gonzalez, director of the Cuba Tourist Board. Airlines usually charge passengers for any baggage over 22 kilograms but often don't weigh carry-on luggage and often exempt golf bags and sports equipment from the luggage limits. Cuba is the first country to have tried to charge tourists twice for overweight luggage - once as the vacationers board their plane and again when they arrive at their destination. But there is still confusion over just who will be hit by the new tax. A group representing Cuban-born immigrants to Canada, many of whom are now Canadian citizens, is fearful the tax will be used to penalize those who regularly take shoes, clothing and other essentials home to relatives during regular visits to the island. "This is very discriminatory," said John Conroy, spokesperson for the Cuba Canadian Foundation, a group representing the estimated 50,000 Cubans living in Canada. The group is reviewing the new tax and considering asking Ottawa to help ensure Cuban-born Canadians are not unfairly hit. Cuban customs officials couldn't be reached for comment on the new tax yesterday.
